The accreditation system of labour market services”

Project number: 2.6.1 - Social Renewal Operational Programme



The project is co-financed by the European Social Fund and implemented in the framework of the Hungarian 'Social Renewal Operational Programme' (Társadalmi megújulás operatív program). Its budget is HUF 600,000,000 - about 2 million euros in actual rate. It is programmed in 'Priority axis 2 - Improving adaptability', the corresponding OP text is under 3.2.3 Enhancement of the adaptability of organisations. As regards the policy context, even more relevant are the lines of our 2005 National Reform Programme (III.2.1.4 Modernisation of the Public Employment Service (Guideline 20)). In line with these, the strategic goal of this intervention is a transparent and accountable LM services system, in which the state is able to purchase services from NGOs to jobseekers at a nationally guaranteed standard. With the integration of labour market services by NGOs into mainstream active labour market policies including PES service provision, ALMPs shall be able to reach more unemployed and ensure good value for money in a transparent manner.

The implementation of the project is granted to a single beneficiary, the National Employment Foundation (Országos Foglalkoztatási Közalapítvány, OFAwww.ofa.hu ). In terms of the project plan, OFA is charged with the delivery of the following tasks by the end of 2010.

  • Create the standards of all labour market services,
  • prepare a proposal or alternative proposals on the future accreditation system of these labour market services and
  • prepare NGOs active in the employment field to accreditation.

The first task starts with the setting up of a list containing all LM services. The standardisation of these services involves the definition of their content, process, professional criteria, human resources background, expected outcomes etc. The accreditation task involves the preparation of a proposal or proposals on the functioning of a labour market services accreditation system that is: what shall be accredited, provider or service, what is the method of measurement, what are the steps of the accreditation, which institution is responsible for the accreditation etc.. The last part is the preparation and training of the NGOs staff on standardisation and accreditation.

The standardised descriptions and the proposal on the accreditation system are prepared in two working groups composed of expertise from the NGOs active in LM service provision, the Public Employment Service, the line ministry and the academic field. Their proposals are consulted in regional workshops where local NGOs and the regional labour market centre are represented.
